Kenneth B. Skelly began the general practice of law in a small firm (that included the local Bar President) in Washington, DC in 1972. As Special Assistant to the Governor of Pennsylvania in 1978, he served as the Governor’s liaison with the Liquor Control Board (among 18 other agencies). Over the past 30 years, he has been engaged in the corporate, government and private practice of alcohol beverage law.
For over 18 years, Attorney Skelly served as counsel to Schenley Industries, Schieffelin & Somerset Co. and Diageo, where he worked closely with sales and marketing executives and state and federal regulators to help fashion alcohol beverage advertising and promotional activities that were effective from a sales and marketing perspective and compliant with state and federal laws throughout the country.
As counsel to the largest control state [recent annual wholesale operations handling over 120 million bottles (and boxes) of distilled spirits and wine, retail sales through more than 600 stores of more than $1.7 Billion, and regulatory authority over some 20,000 licensees], he has gained a unique familiarity with the retail, wholesale and regulatory concerns in this industry. As Pennsylvania Liquor Control Board Chief Counsel, when the then Governor (and later U.S. Attorney General) sought to privatize the agency, Skelly filed suit on its behalf successfully maintaining the control system still in use. He also recently served as Communications Lead for the Pennsylvania Liquor Control Board, working closely with all team leaders involved in the Board’s continuing Enterprise Resource Planning project transitioning from SAP to the more retailer-oriented Oracle system.
In 2009, Attorney Skelly was appointed Director of Regulatory Affairs with LAWSON & WEITZEN, LLP.
Ken Skelly has represented individuals and organizations involved in all tiers in the alcohol industry, and has also prosecuted and defended enforcement and licensing matters. His practice mostly involves avoiding expensive litigation by working in advance with company sales and marketing executives as well as regulatory personnel to find a compliant manner in which companies may conduct effective sales and marketing programs around the country. In addition, he works on business mergers and acquisitions. Attorney Skelly is often an invited speaker to attorneys, administrators and business executives about alcohol beverage law and ethics.
